Le secrétaire d’Etat américain entame une visite sur le continent, du 14 au 17 mars 2023. Il commence par l’Ethiopie et finit par le Niger.
Ce voyage se place sous le signe de la diplomatie avec des discussions centrées sur la paix et la sécurité alimentaire. A Addis Abeba, c’est « la mise en œuvre de l’accord de cessation des hostilités » qui est au menu. Avec des échanges autour des droits de l’homme, de l’aide humanitaire et de la sécurité alimentaire.
Au Niger, le renforcement des partenariats diplomatique et démocratique entre les deux pays constitue le socle des échanges. Avec des questions sur le développement et la défense.
Qui est Antony Blinken ?
Un haut fonctionnaire américain de 60 ans. Diplomate de carrière et francophile, ayant fait une partie de ses études en France. Il intègre le conseil de la sécurité nationale dès 1994 sous la présidence de Bill Clinton (1993-2001). Et sous le mandat d’Obama (2009-2017), il a occupé le poste de secrétaire d’Etat adjoint, il a ainsi donné en 2011 un avis favorable à l’intervention en Libye. Aujourd’hui l’homme est secrétaire d’Etat des Etats-Unis. Rompu à la diplomatie internationale, ce jeudi 16 mars est sa première visite au Niger. Où il est prévu une rencontre avec le président Bazoum Mohamed. Mais les deux hommes se connaissent, ils se sont déjà rencontrés.

A l’occasion de cette session qui s’est tenue à New York, ville natale de Blinken, Mohamed Bazoum a eu une séance de travail le 19 septembre avec le secrétaire d’Etat. Les échanges avaient porté sur la sécurité militaire et le partenariat entre les deux pays. Dès cette réunion ils avaient évoqué le renforcement des relations entre les deux nations en sécurité, en développement et sur les questions du changement climatique. Ces mêmes thèmes se trouvent à l’ordre du jour pour ce jeudi.
U.S.-Africa Business Forum
Moins de 3 mois après les deux hommes se sont revus. Le 14 décembre 2022, à Washington, lors du U.S.-Africa Business Forum, un accord historique a été signé entre le Benin, les Etats Unis et le Niger. D’une valeur de 504 millions de dollars US, le tout premier investissement du genre entre ces trois pays. Lors de la signature de cette subvention, Antony Blinken était de la partie. L’accord est basé sur les moyens à mettre en place pour améliorer le corridor commercial entre le port de Cotonou et la capitale nigérienne. Sur cette somme, les 302 millions reviennent à la partie Niger contre 202 millions pour le Bénin. Avec environ 1 000 véhicules circulant dans ce corridor par jour, ce projet, s’il est mené à terme, aura un impact significatif dans les échanges commerciaux de la sous-région.
La venue de Blinken au Niger va certainement accélérer ce dossier de corridor commercial entre le Bénin et le Niger. Un autre point brûlant, c’est la sécurité, la lutte contre le terrorisme. Avec la présence des forces armées étrangères dans la région, notamment des bases américaines à Agadez et à Niamey. En 2017, au Niger, le nombre de soldats américains est estimé à 800 éléments.
