Ces huit personnes ont été condamnées ou acquittées par le Tribunal pénal international pour le Rwanda (TPIR) pour leur rôle dans le génocide. Elles vivaient en Tanzanie et le Niger avait accepté de les accueillir en novembre dernier, en vertu d’un accord avec l’ONU… avant de faire marche arrière.
L’ONU a ordonné à Niamey de suspendre sa décision d’expulser les huit citoyens rwandais.
Ces derniers sont arrivés au Niger le 6 décembre dernier dans le cadre d’un accord de relocalisation signé par les autorités nigériennes avec l’ONU un mois plus tôt.
Mais voilà qu’à peine arrivés, ces huit Rwandais se sont vu signifier leur expulsion dans les sept jours, vers une destination inconnue, et ce, pour des raisons « diplomatiques ».
Le mécanisme de l’ONU, qui s’occupe de relocaliser les personnes qui ont comparu devant le TPIR, a aussitôt réagi.
Dans une ordonnance, il demande au Niger de permettre à ces personnes de rester sur son territoire « conformément aux termes de l’accord », et jusqu’à une « décision définitive sur ce dossier ».
Selon le média Jeune Afrique, c’est le mécontentement de Kigali qui serait à l’origine du revirement de Niamey.
Parmi les huit anciens dignitaires, quatre ont été acquittés par le TPIR – dont le frère d’Agathe Habyarimana, l’ex-première dame du Rwanda. Les quatre autres ont purgé la peine à laquelle le TPIR les avait condamnés.
Sollicitées, les autorités de Niamey n’ont pas réagi.
