Le mois de juillet est le « Disability pride month », autrement dit en français, le mois de la célébration de la fierté du Handicap. En effet, ce mois est entièrement dédié pour célébrer la diversité, pour célébrer chacune des personnes vivant avec un handicap. Le Niger a quant à lui choisi le 31 juillet 2021 pour célébrer la 29ème édition de la journée nationale des personnes handicapées (JNPH). Avec pour thème, « Agir pour l’égalité des chances des personnes handicapées en éducation », l’objectif poursuivi à travers cette journée est de réaffirmer le principe de l’égalité de tous les citoyens devant la loi, sensibiliser, mobiliser et faire le plaidoyer pour la prise en compte des besoins des personnes handicapées dans toutes les actions de développement.
On le sait bien, l’éducation est un droit fondamental. C’est pour cette raison que le Niger ne ménage aucun effort pour la rendre inclusive. Selon le recensement général de la population et de l’habitat (RGP/H) de 2012, l’effectif des personnes handicapées tourne autour de 715.497 soit 4,2% de la population générale. Plus de 60% de ce groupe moins de 20 ans et 75% ont moins de 30 ans. Pour le ministre de la Santé Publique, de la Population et des affaires sociales, Dr. Illiassou Idi Maïnassara, cela démontre « la jeunesse de la population des personnes handicapées ».
Dr. Illiassou Idi Maïnassara a aussi rappelé que le choix du thème « Agir pour l’égalité des chances des personnes handicapées en éducation », convient exactement avec l’axe 7 de la déclaration de politique générale du gouvernement qui met l’accent sur la solidarité et l’inclusion sociale des catégories en situation de vulnérabilité parmi lesquelles, les personnes handicapées. « Beaucoup de réalisations sont faites notamment en faveur des enfants handicapés. On peut citer l’admission au CI pour les enfants handicapés même à l’âge de 12 ans quel que soit le type d’handicap, le renforcement des capacités des enseignants et encadreurs dans différents domaines pour la prise en charge des besoins spécifiques des enfants handicapés, l’appui alimentaire aux écoles spécialisées, l’octroi de bourses d’études, de matériel informatique de tricycles et contours d’oreilles aux élèves et étudiants handicapés, ainsi que l’accompagnement dans la formation professionnelle » précise le ministre.
Notons que le ministre de la Santé Dr. Illiassou Idi Maïnassara a souligné aussi que pour marquer cette 29ème édition de la JNPH, un certain nombre d’activités a été prévu, notamment les 100 pas du Gouvernement vers l’inclusion des personnes handicapées et la tenue d’un forum sur l’éducation de cette couche.
