Le Gouvernement nigérien, réuni ce jeudi 1er juillet 2021 en Conseil des Ministres sous la présidence du Premier Ministre Ouhoumoudou Mahamadou, a demandé à l’Assemblée Nationale l’autorisation de prendre des ordonnances pendant l’intersession parlementaire.
Cette demande est faite conformément à l’article 106 de la Constitution qui stipule que « le Gouvernement peut demander à l’Assemblée Nationale l’autorisation de prendre des mesures qui relèvent normalement du domaine de la loi pour l’exécution de son programme ».
C’est dans cette optique, explique le Gouvernement, qu’il demande à l’Assemblée Nationale l’autorisation de prendre des ordonnances notamment dans les matières suivantes : la ratification des accords de prêts et des protocoles de dons comportant des commissions et des intérêts ; la mise en œuvre des programmes conclus avec les partenaires au développement.
Le Gouvernement entend également légiférer dans la mise en œuvre du volet sécuritaire de son programme, notamment la prorogation de l’état d’urgence et d’autres mesures rendues indispensables pour faire face à des menaces terroristes, aux crimes organisés et au blanchiment de capitaux ; mais aussi dans la mise en œuvre du projet de construction et d’exploitation d’un système de transport d’hydrocarbures par canalisation.
Enfin, le Gouvernement veut en outre prendre des ordonnances dans le cadre de la mise en œuvre du plan de lutte contre la pandémie de la Covid-19, la gestion des catastrophes en général et des conséquences des inondations en particulier.
Notons qu’une fois cette demande autorisée, les différentes ordonnances que le Gouvernement aura à prendre devront être ratifiées par l’Assemblée Nationale lorsqu’elle sera en session.
