L’Organisation internationale de la francophonie (OIF) va auditer le fichier électoral du Niger pour la série d’élections de la fin de l’année, municipales, présidentielle et les législatives, a annoncé mercredi la Présidence nigérienne dans un communiqué.
«Le président Mahamadou Issoufou a tenu absolument à ce qu’une mission de l’OIF vienne au Niger pour auditer le fichier électoral parce qu’il veut des élections transparentes et crédibles», d’après un communiqué de la présidence.
Ce communiqué fait suite à une rencontre entre l’envoyé spécial de la Francophonie, Désiré Nyaruhirira, a rencontré le chef d’Etat nigérien.
« Nous allons évaluer, dans un cadre technique, le fichier électoral biométrique (…) et voir dans quelle mesure on peut éditer ce fichier », a précisé Désiré Nyaruhirira, cité dans le communiqué.
En 2010 et 2016, l’OIF avait déjà contrôlé le fichier électoral contesté par l’opposition nigérienne.
Le premier tour de la présidentielle, couplé aux législatives, est fixé au 27 décembre 2020. Il sera précédé par des élections municipales. Mahamadou Issoufou (élu en 2011 et 2016) ne briguera pas de troisième mandat. C’est Mohamed Bazoum, ex-ministre de l’Intérieur, qui a été investi en mars 2019 candidat du Parti nigérien pour la démocratie et le socialisme (PNDS, au pouvoir).
Le général Salou Djibo, ex-chef de la junte militaire au pouvoir de février 2010 à avril 2011, qui se présente pour la première fois à une élection au titre du tout nouveau parti Paix-Justice-Progrès (PJP), a également annoncé sa candidature.
L’opposant Hama Amadou, du Mouvement démocratique nigérien (Moden, arrivé deuxième en 2016), est à nouveau dans la course. Il a récemment bénéficié d’une grâce présidentielle alors qu’il purgeait une peine de douze mois de prison pour un trafic de bébé. Cette condamnation, qu’il qualifie de politique, pourrait invalider sa candidature.
Par ailleurs, depuis 2017, l’opposition refuse de siéger à la Commission électorale nationale indépendante (Céni) et conteste le nouveau Code électoral élaboré, selon elle, sur une base «non consensuelle, sans sa participation», qui a été adopté en juin 2019 par le Parlement.
