Le président du Niger, Mahamadou Issoufou, a estimé, jeudi 11 mai lors d’une visioconférence avec ses pairs de l’Union africaine (UA), que la mort de George Floyd était « le symbole du vieux monde qu’il faut changer et qui viole constamment [les] valeurs » de solidarité, égalité, justice et dignité. « Notre conférence doit condamner sans réserve cet acte odieux », a déclaré M. Issoufou en concluant son discours sur la mort de cet Afro-américain asphyxié à Minneapolis sous le genou d’un policier blanc.
S’exprimant sur la pandémie de coronavirus qui va toucher les économies africaines, le président avait auparavant souligné : « Il est impératif de mettre en place un nouveau paradigme, une nouvelle gouvernance politique et économique mondiale, gouvernance qui sera davantage fondée sur la solidarité, l’égalité, la justice et la dignité ». Selon un bilan jeudi soir, l’Afrique, qui a été relativement moins touchée que l’Europe ou les Etats-Unis, a enregistré plus de 216 000 cas de Covid-19 et plus 5 700 décès.
Comme lors de plusieurs interventions cette année, M. Issoufou a appelé les pays occidentaux à aller plus loin que des annulations de dettes, réclamant « un plan Marshall » pour l’Afrique. Les pays du G20 ont décidé de suspendre pour un an le remboursement de la dette des pays les plus pauvres, afin de les aider à faire face à la pandémie de Covid-19. La chancelière allemande, Angela Merkel, a évoqué fin mai un nouveau « geste ». L’endettement total du continent africain est estimé à 365 milliards de dollars (environ 320 milliards d’euros), dont environ un tiers dû à la Chine.
