La deuxième assemblée générale annuelle des entreprises et établissements publics du Niger s’est tenue ce lundi, 9 décembre 2024 à Niamey sous la présidence du ministre délégué auprès du Premier ministre. L’événement a rassemblé des membres du Conseil national pour la sauvegarde de la patrie, des présidents de conseils d’administration, des directeurs généraux des entreprises et établissements publics, des membres de la COLDEFF et de nombreux autres participants.
Placée sous le thème « Renforcement des entreprises et établissements publics dans un contexte de souveraineté », cette assemblée vise à doter ces structures de l’État de nouveaux outils pour contribuer au développement du pays et renforcer sa souveraineté.
Le gouverneur de la région de Niamey Ousmane Abdou Harouna a souligné l’importance des entreprises publiques dans la stimulation de la croissance économique, la création d’emplois et le renforcement de la cohésion sociale.
Dans son discours, le ministre délégué Moumouni Boubacar Seidou a évoqué plusieurs défis auxquels sont confrontées les entreprises publiques : « La faible maîtrise des rôles et des responsabilités des membres des conseils d’administration, la dissimilation d’informations financières et de gestion, le défaut de comptabilité et l’élaboration tardive des états financiers, la tenue irrégulière des comptes, non-certification à temps, la récurrence d’opinion défavorables ou avec réserve des commissaires aux comptes, la faible capacité des ressources humaines, notamment des agents chargés des services financiers et comptables » a-t-il détaillé.
Ces défis ont selon le ministre délégué un impact direct sur la performance financière des entreprises publiques. Malgré cela, ces dernières jouent un rôle crucial dans l’économie nationale. En 2023, elles ont mobilisé plus de 380 milliards de FCFA, contre 337,3 milliards par rapport à l’année précédente, contribuant ainsi à environ 72,2% des ressources internes du pays.
