On y retrouve notamment des actes tels que « la planification, le soutien, la facilitation ou la commission des actes terroristes, l’appartenance à une entité terroriste, le menace à la stabilité de la Nation, le port d’arme contre l’état, l’intelligence avec une puissance étrangère en vue de l’engager à entreprendre des hostilités contre l’Etat, en lui fournissant les moyens, en facilitant la pénétration des forces étrangères sur le territoire nigérien, en ébranlant la fidélité des armées ou de toute autre manière; livraison à une puissance étrangère ou à ses agents, sous quelque forme et par quelque moyen que ce soit, d’un renseignement, d’un objet, d’un document ou d’un procédé qui doit être tenu secret dans l’intérêt de la défense nationale; diffusion de données ou de propos de nature à troubler l’ordre public. »
