La salle de commission I du Palais des congrès de Niamey a servi de cadre à une rencontre d’information et d’échange entre la Commission Electorale Nationale Indépendante (CENI), les Organisations de la Société Civile et les responsables des médias, ce mercredi 10 février 2021. Au cours de cette rencontre la CENI a présenté un bilan des élections locales du 13 décembre et celles du 1er tour du 27 Décembre 2020. L’institution a également fait le point sur l’état d’avancement des activités préparatoires des élections du second tour prévu le 21 février prochain.
En prenant la parole ce mercredi, le président de la Commission Electorale Nationale Indépendante (CENI), Maitre Issaka a remercié les Organisations de la Société Civile et les partenaires techniques et financiers qui ont accompagné son institution depuis le début du processus électoral. Il a également reconnu le caractère spécifique des élections précédentes eu égard à la situation sécuritaire dans certaines localités et la situation sanitaire amplifiée par la Covid-19
Au cours des différents échanges qui ont marqué cette rencontre, les intervenants ont apporté plusieurs suggestions à l’institution pour l’organisation du second tour de la présidentielle du 21 février prochain.
Dans son intervention, l’acteur de la société civile Nouhou Arzika a félicité la CENI pour la tenue des élections malgré le contexte sécuritaire et sanitaire avant de souligner l’importance de ce cadre initié par la CENI. Il a toutefois fait savoir que « il y a eu une évolution dans l’organisation des différents scrutins, locales et présidentielles couplées aux législatifs».
Il a aussi souligné qu’il y a eu des résultats des bureaux de votes qui n’ont pas fonctionné, et les résultats de ces bureaux ont été enregistrés. « Avec les observateurs nous avons sillonné plusieurs bureaux de vote et nous avons relevé plusieurs ambiguïtés. Aussi les observateurs que nous avons envoyé à l’intérieur du pays, nous ont rapporté qu’il y a eu des résultats qui ont été recueillis dans des bureaux de vote qui n’ont pas fonctionné », a-t-il déclaré.
« Le problème des bulletins nuls est arrivé parce que nous avons changé de méthode de vote, parce que cette fois c’est un bulletin unique. C’est normal que l’on remarque un nombre aussi important de bulletin nul, les populations ne savent pas voter avec ce bulletin, et cela s’explique par le manque de communication par la CENI. A cela s’ajoute les ambiguïtés remarquées sur les bulletins et dans plusieurs bureaux de vote dans quelques localités du pays », a soutenu Nouhou Arzika.
Le président de la CENI a promis de prendre en compte les suggestions et recommandations des intervenants au cours de ce riche cadre d’échange. Il a aussi souligné que ces réunions avec les différents partenaires seront multiplées. « Nous informons de la tenue régulière de ces réunions pour échanger sur les thématiques, et recueillir vos recommandations pour nous permettre de pouvoir répondre aux attentes ».
S’agissant des préparatifs du second tour présidentielle, le déploiement des matériels a d’ores et déjà débuté. 3 sur 8 des régions du pays ont déjà reçu les matériels pour les élections futures. Il est à noter qu’au cours des échanges, la CENI a présenté une nouvelle plateforme d’accréditation pour les observateurs des élections, accessible à partir du site de l’institution.
Le processus électoral enclenché depuis plusieurs mois a permis l’enrôlement de quelque 7.446.556 parmi lesquels 5.023.574 ont pu voter. Cette situation s’explique par la situation sécuritaire qui prévaut dans certaines pays du telles que dans la Région de Diffa et Tillabery. L’analyse de ces élections a permis de relever un nombre important de bulletins nuls au cours des élections du 1er tour. Ce sont plus de 400.000 bulletins nuls qui ont été répertoriés.
Durant les élections locales, qui ont mis en compétition 128 partis politiques sur un total de 155 partis, nombreuses ont été les problèmes qui ont été relevés. A ces dysfonctionnements se sont ajoutés le défis sécuritaire et celui sanitaire. Au cours du 1er tour présidentielle couplé aux législatifs les nigériens ont participé au processus électoral à un taux de 69% sur l’ensemble du territoire national. Pendant ce 1er tour il a été également remarqué une présence active des Organisations de la Société civile et celle des délégués des partis politiques.
