Des soupçons d’irrégularités pèsent sur la série des concours de recrutements directs dans le corps des Douanes, orchestrée par le Ministère des Finances. Suite à une saisine du Syndicat National des Agents des Douanes (SNAD), la Haute autorité de lutte contre la corruption et les infractions assimilées (HALCIA) s’est saisie du dossier et diligente une enquête. Jusqu’à ce que les investigations n’aboutissent, plus aucune intégration ne sera possible dans ce corps de métier.
L’affaire fait grand bruit depuis plusieurs mois et a finalement motivé une action de la HALCIA, en charge de traquer les faits de corruption et autres irrégularités dans l’administration publique notamment. Dans un courrier en date du 22 juillet dernier, la Haute autorité a enjoint au Ministère des finances « de bien vouloir surseoir à tout processus d’intégration des candidats déclarés admissibles dans les différents corps du cadre des Douanes ». Elle indique mener des investigations pour faire toute la lumière sur ce sombre dossier qui jette l’opprobre sur l’organisation des concours en vue de l’intégration à la fonction publique.
Dans sa requête, la SNAD a indiqué que des irrégularités et manquements ont entaché l’organisation et le déroulement des dits concours ouverts depuis le 19 décembre 2018 par le ministère des finances. Les griefs portent notamment sur l’admission des candidats ayant dépassé l’âge requis, ou certains qui ne remplissent pas les conditions mentionnées dans les dossiers de candidatures.
Il revient désormais à la HALCIA qui déjà a le mérite d’avoir ouvert une enquête de la mener à bout.
