Mali : le gouvernement annonce la militarisation de la police
Le gouvernement malien a adopté mercredi un projet de loi consacrant la militarisation de la police et de la protection civile.
Le projet de loi doit encore être validé par le Conseil national de transition, qui fait office de Parlement depuis la prise de pouvoir par la force des militaires en 2020.
“Cette militarisation permettra de déployer la police nationale dans les zones reconquises par l’armée afin d’y assurer la sécurité des populations et de leurs biens et empêcher le retour des forces du mal“, selon le communiqué qui fait référence aux groupes armés rebelles et jihadistes en conflit avec la junte au pouvoir dans une grande partie du pays.
La militarisation “est étendue à la protection civile“, c’est-à-dire les sapeurs-pompiers “pour permettre de couvrir l’arrière des forces engagées au combat“, selon les termes du document.
La militarisation de la police, abandonnée par les autorités en 1993, était l’une des recommandations phares des Assises Nationales de refondation organisées par le gouvernement de transition en décembre pour “construire une solution de sortie de crise” au Mali.
Le conseil des ministre met en avant que les policiers “bénéficieront des mêmes avantages que les autres militaires“. Mais ce nouveau statut va aussi les priver du droit de grève, d’être syndiqués et de manifester, a expliqué Bougouna Dembélé, président des syndicats autonomes de la police.
