Le Niger se joint à la Communauté Francophone pour commémorer aujourd’hui 20 mars le 49ème anniversaire de la Francophonie. A la veille de la Journée Internationale de la Francophonie (JIF 2019), le ministre des Affaires Etrangères, de la Coopération, de l’Intégration africaine et des Nigériens à l’extérieur, également Président de la Commission Nationale de la Francophonie, M. Kalla Ankouraou a livré un message dans lequel il a loué les valeurs de cette organisation mais aussi le lien de coopération dont elle est base entre les pays partageant la langue française.
« Au Niger, berceau de la Francophonie Institutionnelle, c’est toujours un honneur et une fierté renouvelée de célébrer la Journée Internationale de la Francophonie, un évènement de haute portée historique et symbolique», a déclaré M. Kalla Ankouraou. Créée autour de la langue française et conçue pour promouvoir la coopération technique et culturelle entre les vingt un (21) pays ayant signé sa charte fondatrice ici même à Niamey, la communauté francophone, au fil du temps, a considérablement
fortifié son statut, agrandi son espace et augmenté remarquablement ses ambitions, a-t-il souligné.
En 2005, a rappelé M. Kalla Ankouraou, la Francophonie est devenue une Institution politique avec la création en son sein d’un poste de secrétariat général. Aujourd’hui, l’institution compte 88 Etats et gouvernements membres et intervient dans des domaines aussi multiples que variés, dont entres autres la promotion de la langue française et la diversité culturelle et linguistique, la promotion de la paix, de la démocratie et des droits de l’homme, l’éducation et la formation, le développement durable et la solidarité, la culture numérique, la promotion de la jeunesse et l’Egalité du genre.
Le ministre Kalla Ankouraou a relevé que « le 20 mars est une belle occasion et un devoir de mémoire pour rendre un Hommage bien mérité à un illustre fils du Niger, le Président Diori Hamani et ses compagnons, mais aussi pour nous approprier les valeurs combien positives et précieuses de l’héritage qu’ils nous ont légué et qu’il nous faut partager aussi avec notre jeune génération». Les pères fondateurs de cette organisation commune sont les Présidents Diori HAMANI, Léopold Sédar SENGHOR, Habib BOURGUIBA et sa Majesté Norodom SIHANOUK qui ont fait preuve d’un engagement résolu pour aboutir, en dépit d’innombrables obstacles, à la création d’une organisation consacrée à la francophonie, a-t-il ajouté.
«Pour nous Francophones, ces illustres pionniers demeurent toujours dans nos pensées. La flamme ardente et vivace de leur vision nous éclaire tous les 20 mars et continue de nous accompagner tout le long de l’année », a dit M. Kalla Ankouraou, réaffirmant également l’attachement du Niger à cette Communauté ainsi que son engagement à soutenir et promouvoir toutes ses valeurs et ses idéaux.
Evoquant le XVIIème Sommet de la francophonie qui a eu lieu les 11 et 12 octobre 2018 à Erevan en Arménie, le ministre Kalla Ankouraou a rappelé l’élection d’une nouvelle Secrétaire générale, Mme Louise MUSHIKIWABO, que le soutien unanime et solidaire des pays Africains a porté à la tête de cette Organisation née en Afrique. Il a ajouté que le Sommet d’Erevan a procédé aussi à l’adoption d’un nouveau cadre stratégique quinquennal, qui fixe la coopération multilatérale francophone.
Avec l’adoption de la «Stratégie pour l’égalité entre les femmes et les hommes, des droits et de l’autonomisation des femmes et des filles», la Francophonie s’est engagée résolument en faveur de la réduction des inégalités dans l’accès des filles à l’éducation et dans la réussite scolaire, a estimé le ministre Kalla Ankouraou. Aussi, il a salué l’exemplarité de la coopération du Niger avec l’OIF.
Pour ce qui est de la situation de la langue française, il a indiqué qu’elle s’est considérablement améliorée. « Plus de 300 millions de personnes parlent aujourd’hui le français dans le monde et fêtent avec « nous le thème de la JIF 2019 : »En français … s’il vous plait » », a-t-il relevé.
«Nous célébrons la langue Française, pour renforcer d’avantage ce trait d’union de notre grande famille Francophone ainsi que notre diversité culturelle et linguistique », a expliqué le ministre Kalla Ankouraou.
Plusieurs manifestations sont organisées au Niger par la Commission Nationale de la Francophonie, l’Ambassade de France et les Ambassades francophones accréditées au Niger à l’occasion de cette journée. Ce qui, selon M. Kalla Ankouraou témoigne d’un engagement à pérenniser cette volonté, historiquement confirmée, du Niger à œuvrer pour le rayonnement de la Francophonie.
L’année prochaine, à cette même date, la Francophonie fêtera ses 50 ans d’existence, a-t-il fait remarquer.
